An EU law has come into force requiring sites to gain consent from their users to create non-essential cookies. This includes session cookies, not just persistent cookies.
Cookies have been classified into 4 categories, based on their functionality.
At present, Storefront uses category 1 and 3 cookies with a view to category 2 in future releases.

Every user who hasn't already given their consent, finds this frame sticking to the bottom of each User-Site page:

In order to agree, the user needs to click the right-hand cross.
Focusing the cross with keyboard (hitting the Tab key multiple times until the cross is marked) and pressing Enter has the same effect.
Pressing the Escape key right after the page is loaded also records the user's agreement.
